In Estonia SMS loans have been a hot topic for more than year and a half now. Currently we have about 15 different companies offering the service and we're at a point, where some companies are exiting the business.

As to regulation...yes, there have been calls for more regulation, but at least in Estonia regulatory agencies have so far emphasized informing customers in more detail (yearly interest rate, consequences of not paying), so thankfully no tampering with the business model.

There was also a wave of SMS loan fraud that came and went as some of the kinks were worked out of the new system.

About every 10th Estonian has registered for an SMS loan (i.e. all they need to do now, is send an SMS), but only half that many have actually taken out an SMS loan.
